Financing instruments, in brief.

A short explanation of the terms we use. For the detailed page on each instrument, use the navigation, or contact us to check whether it applies to your project.

ZPU - Investment Promotion Act

Tax incentive: a lower or zero corporate income tax rate over several years for new investment in long-term assets and the creation of new jobs. Makes sense when there is a concrete investment, a clear timeline and verifiable assets.

HBOR EnU - Energy efficiency

A subsidised HBOR loan (lower interest, possible capital rebate) for investments that reduce energy consumption. Requires a demonstrable link between the investment and savings that the bank can assess.

IRI S3 - Innovation in smart specialisation areas

Grants for developing new products, services and processes in S3 (Smart Specialisation) areas. Funds staff, equipment, external development, materials and testing. Requires demonstrable development uncertainty.

SPIN - Strategic Partnerships for Innovation

Consortium development call: several partners with clear roles on a more demanding research and development project. For projects that genuinely need more expertise than one company has in-house.

DP IRI - State aid for research and development projects

Tax relief: an additional reduction of the tax base based on recognised R&D costs (staff, equipment depreciation, external services, raw materials). A flexible alternative when a grant call is not open or is not the best route.

NRRP (NPOO) - National Recovery and Resilience Plan

The framework that financed a series of calls (e.g. TERUG, HBOR NRRP loans). The programme is in its final implementation phase, so new grant opportunities are mostly moving to funds such as the Competitiveness and Cohesion Programme (PKK) and the Integrated Territorial Programme (ITP) - while individual instruments under the NRRP are still in implementation.

GBER - General Block Exemption Regulation

The EU legal framework that, for most calls, sets the types of aid, intensities and exclusions (e.g. Art. 14 investment, Art. 25 research and development, Art. 38 energy). The legal basis of each call is found in its documentation.

De minimis - small-value aid

A simpler aid regime with a ceiling that adds up per group of enterprises over several years. Typical for digitalisation and vouchers; no GBER exclusion criteria, but with a cap on the cumulative total.

R&D tax relief

Another name for the DP IRI mechanism - a tax reduction based on research and development costs. A good option when development exists but a grant call is not open in time or is not the best route.

TERUG - Transition to an energy- and resource-efficient economy

Grants (NRRP) for equipment, energy and resource efficiency in manufacturing enterprises. The documentation requires an energy/resource audit and measurable savings.

Circular economy

Investment in efficient resource use and the transition to a circular economy - grants for equipment and process changes that reduce waste and resource consumption (e.g. recycling, material recovery).
